BREAKING — ICC issues arrest warrants for Russia's ex-defense minister, chief of staff over attacks on civilian targets in Ukraine

The International Criminal Court has issued arrest warrants for former Defense Minister Sergei Shoigu and the military's Chief of the General Staff Valery Gerasimov. They join President Putin on the ICC's wanted list.
