The Ouroboros doesn't technically pulse any targets for Heartbreaker.

However, it shoots so many bullets so quickly that one always hits the head of the target and applies a pulse to activate the Heartbreaker stacks.

Usually, players use the Technician's Linked Laser Pointer to pulse targets, but I only use that on the long-range weapon the Police M4.
